Brian, sometime files are quired to be place in certain locations, not
everyone is as smart as you and knows where to put them or even be able to
read/follow directions.

Apple isn't violating it's own HIG and apple packages don't complicate, they
make things simplier.

It's time to put this to rest, too many opinions on a non-related topic.
