OT: Special Characters... menu item missing

Hi everyone. Sorry this is off topic, but I can't figure out this
issue, and I've looked around online in quite a few places.
At some point, I chose the "Special Characters..." menu item in the
Edit menu of some Cocoa app. This showed the Character Palette, which
was great, but it also added the input menu extra to my menu bar. I
didn't want that, so I removed it.
Recently, I noticed that I no longer have the "Special Characters..."
menu item. It has just disappeared. After experimenting on some
friend's computers, I've found that it disappeared after I dragged the
input menu extra off of the menu bar.
The only problem is that I have no idea how to get the "Special
Characters" menu item back. Any suggestions?
