PEF shared libs location

Hi All,
In the MacOS we could put shared libs into
Application folder
Extension folder
To make system find them.
What about MacOS X?
I want NOT application folder -- here it works fine.
Where I can put PEF shared libs on system level so all apps will find them?
I have try
~/Library/Frameworks not works
/usr/local not works
/usr/local/lib not works
