Suggested way to programatically produce PDFs

I am looking to create PDFs programatically. They will take one of two forms:

1. The bulk of the PDF will be fixed, such as legal language, layout, etc. Only particular elements, such as name will be dynamic.
2. Some PDFs may be more tabular, ie. mostly dynamic data.

Number 1 is the primary type of PDF layout I will be generating. Does anyone have any suggestions? I have used the iText library for Java in the past, but it requires you to "code" the fixed text portions. Other languages would work for my purposes, including Objective-C, Ruby, Python, etc.
