Almost correct. On Classic MacOS, you could only do this to windows
of the frontmost application (and maybe to the Finder, who always was
a special citizen with regard to window activation). You could drag a
window around behind a semi-modal dialog, for example. But you
couldn't drag around a Photoshop window this way while SimpleText was
in front.
And of course, this didn't work with apps that didn't use DragWindow
(e.g. if they were written for pre-8.6 systems and thus had to fake
floating windows), except if they implemented that feature
themselves, but that shouldn't surprise anyone.
