Developer technical support

It looks like I may need to purchase a few technical support incidents from Apple, but before doing so, I'm wondering what their policy is on problems that even they are unable to solve. Are you still charged if Apple can't help you?

Also, I know Steve Jobs had that "burial ceremony" a couple years back for OS 9.x, but the company I work for has only recently upgraded from OS 7.5.5 to 9 so one of these questions will deal with OS 9 (OS X isn't even a remote possibility). Does Apple still answer questions about OS 9 if you pay them?

In general, have people who have gone ahead and purchased support been happy with the results?
