App Delegate and Responder Chain

Hello;

I know that for non-action based events (ie: "keyDown" and friends), the app-delegate is not present in the responder chain. So, is there a way in which keyboard events are able to reach the app-delegate in the chain? I have to be clear here that there may be *no* windows open so subclassing NSWindow is not an option. Is this impossible to achieve?
