.strings files in the normal .strings file format should be UTF-16.
It is also possible to use other plist formats for .strings files;
for example, one could use the standard XML plist format, which is
usually UTF-8. The normal .strings file format is usually used
for .strings files, in preference to the XML plist format, because it
is easier to edit during the localization process.
