I can say definitively (since this is what I do) that there's no static
database. Reality changes about 2% per week.
Furthermore, an IP address can represent more than one location
simultaneously depending on how you're using the data.
For example, take the Indonesian Embassy in Ottawa, Canada. If you were
advertising regional events or stores, you'd want Ottawa. If you were
trying to ensure regulatory complaince, the right answer is probably
Indonesia.
My employer, Quova.com, does provide geolocation services, which is an
incredibly labor intensive and machine intensive process. Our most direct
competitor is Digital Envoy.
Even more OT, except for the fact that our SE team does use Macs:
