OK, I agree that the behavior is documented, although in the "Bundles and
Localization" document it also says "When an NSBundle is asked for a
resource file, it provides the path to the resource that best matches the
userĀ¹s language preferences," which makes more sense to me.
So, it's not a bug, but maybe an enhancement request.

If no one disagrees, I shall file this as a bug on the Apple Installer.

Here is an easier solution, since my app is only a single package. I shall
distribute my new version by simply stuffing the package and telling the
user to drag it to /Applications or wherever. I used the Apple Installer
last year because I was getting a lot of complaints about Stuffit archives
not being executable, but I understand that Aladdin has fixed that now.
