Are you putting this separator item in the Dock menu?
As it happens yes... and? :-)
Separator items do not draw lines in the Dock menu in Cocoa
applications under Mac OS X 10.3.x, with the exceptions of the line
after custom dock menu items (followed by either "Keep in Dock" or
"Show in Finder") and after the window list if applicable. This is due
to a bug in the OS. Sorry.
