You can look inside the Mail.app bundle; you'll find among the
many nibs one containing the prototype view for Mail's rules editor.
Building the GUI part seems involved but doable - I've built worse
(ie, more complex). It's the backend I'm trying to figure out. If you
(or anyone else) makes headway, please feel free to contribute to the
page above. I've just updated it with the points made in this thread.
