Which Frameworks? /Developer/SDK 10.4/System/Library/Frameworks vs System/Library/Frameworks

Greetings:
I notice that I have two System/Frameworks: one is the default global system and other other found within Tiger's development SDK.

Question: Does the de facto system ALREADY contain the frameworks listed within the SDK (in which case I can remove the SDK's copy)?
There's no sense to have two sets of frameworks.

Ric.
