Now for all of you who think its only for making TOOLBARs appear/
disappear,
open a finder window and click it. Look, the SIDEBAR disappears as
well.

That's actually due to Apple's crack pipe.
It is the "toolbar" toggle, as the way that the toolbar is shown/
hidden. It's just that the sidebar and other stuff is also. This is
mainly because certain people wanted a "simpler" (more "classic" Mac
OS) look and also didn't want the brushed metal look in the Finder.
In turn, as a compromise, this bastardized result occurred.
Please don't take this as an "acceptable" thing to do outside the
Finder. It is strongly ill advised. The Finder is "special," and
let's just leave it at that.
So, I promise, I won't be offending any GUI purists by having that
control
do anything other than what well-behaved apps do.
