~/library/application support/myapp directory creation

I need to store a file that will get read on a per-user basis when the application starts and written to on the same basis when the application shuts down. The file will contain a couple of archived arrays. It seems like the appropriate location for this file is ~/ Library/Application Support/MyApplication/.

Questions:
1) If there's a better place, tell me :)
2) Aside from creating the directory via an installer, how can this directory best be created?
3) How can I work with this directory while I'm still developing with Xcode?
