Address Book and Mail notification

My application responds to the AddressBookChangedExternallyNotification and I have noticed that in Tiger whenever I send an email using Mail that this notification gets posted. Does anyone know why? Is this a bug with Mail? I am not sure why sending an email to someone in my AB should trigger this notification.

My apologies if this should have been posted elsewhere.
