I have never tried this before, but since I'm running TIger on a dual 2GHz G5 as well, I decided to give it a go.  I'm on 10.4.1.

I picked a random app in my build results folder, in this case it's a Cocoa app.  I opened its Info.Plist with Property List Editor, added a child called "LSMinimumSystemVersion" and left it as a string with value "10.4.5".

I saved the property list and tried to launch it. "You cannot use the application 'Books' with this version of Mac OS X."

Strange that others are finding that this has been fixed though.  Perhaps the bug is specific to hardware? Unfortunately I only have Tiger on one machine (dual 2GHz G5).  I'm able to reproduce the problem with Cocoa and Carbon apps.
