By experimenting, I eventually determined that the undo menu would never autoenable unless I clicked on the table view that is the main interface item in my document window.  Setting that as the first responder provided that with focus ring without a mouse click.  This now allows the undo menu item to act as expected.  Thanks to everyone who offered suggestions.
