OT: Writing a system service

Hello,

I want to write a small database server that will load when the operating system comes up. The server must be able to start when the computer starts, and is usable by all of the users of the system. I want the server be open a port on the system. What language should I write that in? I was thinking I could do the server in Carbon and the frontend in Cocoa, as well as the PrefPane to be able to control the server, process, and users of the server. Anyone have any information?
