How to deal with Resource Forks from command line

Hi,
To package my application for distribution, I need to perform number of manual steps. Needless to say it is quite sub-optimal. I will much better prefer to write a shell script which will do it. Unfortunately so far I failed to find any way to perform following tasks from command line:
1) Set background picture for the folder
2) Change icon on file/folder
3) Position icon in the folder ( when folder in "icon" view mode make an icon to show up at particular position)
4) Create "Web Internet Location" file with given URL.
Your comments/suggestions will be highly appreciated
