10.3.9 cross development SDK not working?

I've got a project that I've been working on in Xcode 2.1 that deploys
fine in Tiger. In Panther, however, it bounced twice in the Dock and
disappears, never launching. I've installed and specified the 10.3.9
cross development SDK, cleaned targets many times, etc., and nothing
helps.

Any advice?
