API for Modifying Dock Contents

I can't find a Cocoa API for adding/moving/deleting items in the Dock.  Does
this not exist?  Do I have to parse the com.apple.dock.plist myself and
rewrite it with my changes, then kill the Dock?

It seems like there should be an API for telling the Dock to gracefully deal
with additions, deletions, etc.

Is it out there?
