mmmmm....
I think java isn't the best choice.
On sourceforge you can find smysql framework that is great way to manage mysql.
Anyway there are a lot of good tools ... and last of all you can use C API to connect and write your own framework... but why reinvent the wheel? :)
Try smysql framework, for me is the best! (and very fast to understand.... like php functions).
