I've run hundreds of apps with license agreements, and none of them
locked my screen and disabled app switching. That seems rude and
unnecessary.
FWIW, most apps that are distributed on the web that need license
agreements include the license agreement as part of the DMG. When the
user opens a DMG, OS X can automatically display the license
agreement and Agree/Disagree buttons with zero code on your part. All
you need to do is supply an RTF file with the license text in it.
Check out any third-party DMG creation tool for more details.
