No, it's still happening on a fresh account.

The strange movement caused by F11 F11 after the F11 F9 F9 sequence doesn't seem to be consistent. Sometimes it goes far off to the right, sometimes it hardly moves at all. In my app, when the floating window is Fubarred by 11-9-9, it seems to only move a bit; by clicking down and left of a button, I hit the button. I still couldn't usefully interact with it until I quit or 11-11ed.

On at least one instance, I have been able to use the IB Palette afer 11-9-9, though not in the majority of cases. Perhaps in those, the 11-9-9 sequence didn't move the window very far, or at all.
