A file's name on disk does not change based on and language preference.
The Finder shows localised names in one of two ways: 1) an
invisible .localized file in a folder (there is a /
Applications/.localized for example) 2) for bundles, using the keys
LSHasLocalizedDisplayName and CFBundleDisplayName.  See <http://
