ToolTips for attachments

NSTextView has a delegate method: textView:willDisplayToolTip:forCharacterAtIndex:. But this gets never called. Is there some way to set a toolTip for a character?

A related question: an NSTextAttachment is displayed with some image. Is it possible to set a toolTip string to this image?
