Yes, sounds like that would work, however, it would seem to be a
little bit confusing to someone else looking at the code and trying
to figure out the model rules.
Hopefully there is another way.

Which is fine and I understand the issues. However, how can I stop
the warning from getting generated?
Choose an action in the UI, then set it to "no action" in the model
at runtime, before the persistent store starts up?
