The behaviour of a double-click, to the user, is dependent on the context. Examples:


If you're in the Finder, opening a folder with a double-click happens on the second mouseUp.

If you're selecting a word in this e-mail via double-clicking, the selection happens on the second mouseDown.

If you want to send an instant message to someone on your iChat buddy list by double-clicking the person's name in the list, the new IM window appears on the second mouseDown.

Worth keeping in mind, perhaps.
