Show / hide menu bar according to mouse position

I'm trying to emulate QuickTime Player's showing / hiding of the menu bar when it's in full-screen mode. i.e. if the mouse gets close to the top of the screen and pauses for a fraction of a second, the menu bar is shown. If the mouse is pulled down off of it, the menu bar is hidden. Any ideas on how to do this?
