I have heard conflicting information regarding this, and would like to hear a more definite answer.

At WWDC & at the recent Leopard Tech Talk, we were told that Apple developers who were under NDA with Apple in regards to new technology (ie. Leopard's new APIs) were allowed to talk with each other privately regarding these APIs. This allowed us to chat with each other at those events, and to compare notes and code. Of course, this had to be private conversations, and only with those who have signed NDAs with Apple. Non-developers (ie. the public) could not be in on these discussions.

Others have told me that this is incorrect, and that Apple's NDA restrict all conversation between developers about announced APIs. A software company can only talk directly with Apple regarding programming Leopard (ie. discussion between any developers, even those who are at Apple events and under NDA, is not allowed).

Which is it?

I think the following is clear enough...
