Hi Robert,
I have no difference in image quality using simple color adjusting
filters. I am not sure how the UnsharpMask filter kernel looks like,
but is it possible that the filter increases the image size according
to its input radius and such? GaussianBlur is doing that for sure.

fixes the problem.
I have similar results with other filters such as brightness,
contrast, exposure, etc. All of these filters seemed to work
perfectly under Tiger.
