I was under the impression the primary reason the XML file existed was so other software could interact with iTunes' library in a safe and reliable manner (as opposed to the binary file).

Even if it is readable and understandable, it is a private format used by iLife (and other Apple services). Its location, format, name, and more can change at anytime.
It is as reliable as are all other SPI in OS X.
