Just because it *says* it's encoded in UTF-8 doesn't mean it *is*.

So, why the Cocoa frameworks parse it correctly and -
applicationIconImage works as expected.
By default, Info.plist are explicitly mark as UTF-8 in Xcode projects.
I'm sure this is not an Info.plist encoding issue.
