How to popup a panel or window over a runmodal window

Hi all

I've a main window running in

runModalForWindow

I want to popup a panel or window ,it is always over the main window
How should i do?
I've try orderfront , makekeywindow..etc
but could not get  the panel/window  forced over the main window.
Please Help
