Not exactly true - you can talk through the Scripting bridge to the
System Events to find out if it is enabled, turn it on/off, and get
the basic geometry of it (though there doesn't appear to be any way
to get what space is active, nor to reliably switch screens)
Just a note; I've been using DesktopManager forever. It uses what was
(and probably still is) a private API that is apparently fully
compatible with spaces. I'm still using it, because it lets me assign
any key combination for switching spaces (none of this two-handed
shortcut business), and its menu-bar pager is awesome. It's no longer
being actively developed, but you can download the source and check it
out. I don't think it compiles on Leopard, but the Tiger binary works
fine.
