Resizing scroll bar knob while grabbed by user?

I have a scroll layer whose bounds can change as the user scrolls. The issue really is that I can't seem to set the proportion of the scroll bar knobs while the user has grabbed them. This leads the the bar knob not being proportional to the area the user is currently allowed to scroll.

Anyone know any ways around? The program is automatically recalculating the allowed scroll area while the user scrolls, so it sort of becomes a problem when the knob is yanked in a direction that the user is no longer allowed to scroll.
