You shouldn't skip pull phases unless Sync Services says otherwise.
Calling one of the "prepare to pull" methods will put the sync server
into mingling mode once all of the clients have finished pushing.
Should I do a refresh sync instead which at least avoids pulling
down deletes?
That really depends. You should perform slow syncs when you want to
override everything in the Truth, and refresh syncs in situations
where you think you might be missing data. Sync Services automatically
orders refresh syncs if the client didn't complete a session for
whatever reason (e.g. the client crashed or timed out).
