I too would agree with this, unless your emergency really is critical
(i.e some hardware monitoring thing that notices flames coming from
the side of the computer).
If it is just to attract attention, then you really might annoy users
who, for example, have just muted the System sound as they are taking
an important conference call and don't want some claxon going off in
the middle of it.
Another problem you will face with any sound-based alert is that it
will be no use to anyone with hearing difficulties, or when the Mac is
connected to external speakers whose volume is down (or are off).
Some suggestions if you still feel you need:
1. Give the user a preference setting 'Allow <Your app> to override
system sound level for critical alerts'
2. Bring up an alert and after a set amount of time without the user
responding to it, then start making things louder.
