Nope.
There basically are some flags that you can set on a window to make it
shown in all spaces (or not), and you can use the scripting bridge to
query the system preferences to get/set if Spaces is on and the number
of rows and columns, and that's about it for the public API.
There are no public notifications for switching screens, nor a public
API for finding out what the current screen is, manually switch
screens, etc...
