CFURLCreateStringByAddingPercentEscapes only encodes the characters mentioned in RFC 2396, which is: All non-ASCII characters plus these fourteen:

  ` # % ^ [ ] { } \ | " < > space

If you want @ * and $ to be encoded, pass them in the fourth argument.

Also, follow Jens' advice to make sure this is really what you want to do.
