Not necessarily. There are APIs in the system that take URLs, but only
work with file: URLs. (For example, NSDocument.) I don't know whether
CoreDate supports the HTTP protocol, but I'd be surprised if it did.
For one thing, writing to an http: URL requires a WebDAV server, or at
least one running a custom CGI that supports the PUT method. That's
not typical (apart from .mac.) Usually files get uploaded to web
servers using FTP or ssh, for which you need a different URL.
