Most users won't see them. You're seeing them because you enabled
"Full Keyboard Access: All Controls" in the Keyboard & Mouse pane of
System Preferences. (I think the description of that setting may
have changed in Leopard. I'm not at my Leopard box to check.)
The default is that only text boxes and lists get focus, in which
case your checkbox won't have a focus ring. The vast, vast majority
of users don't ever fiddle with such preference settings and so won't
see the focus ring you're seeing.
If your user does enable focus for all controls, why would you want
to defeat that? Or, if you allow the control to receive focus, why
would you want to prevent the visual feedback of a focus ring so the
user knows where the focus is?
I recommend leaving this up to the user.
