Configuring the Doc via Managed Prefs

I read through the thread about getting the guid used for the key when
attempting to add an item into the doc from an installer and have a couple
of questions.

I am working on a utility that creates users with managed preferences set
for Parental Controls.  While I can see not wanting an app to modify the
dock for an existing user what about setting up the dock via managed
preferences using the Set-Once key?

If there is no real reason not to use managed preferences to set up the dock
for a new user then I am left with the question of what to use for the GUID.
If this is a random number is there any range that I need to stay within?
