Control bar on top of the screen

Hi!

I am new to this mail list and also to Cocoa development. I am sure that the
best way to learn a new programming language is to define yourself a project
and try to complete it. So it is what I am doing.

Before I start coding I want to have an idea about everything my program
should do. So here is my question:

How can I make a little control bar on top of the screen, and make it appear
and disappear when the mouse is close to it?
I want to use this little control bar with a preference window as a
graphical user interface.
I don't need any other window to control the application.

If my question is not clear enough, please tell me. I really want to solve
this question.
