I'm pretty sure that it never worked the way you're expecting, all the way back to Mac OS 7.


Note that in Leopard at least, all of the Page Setup options are available in the Print dialog, so I think there's never any need to use Page Setup at all *unless* you specifically want to format the page for a printer other than the one you're printing on -- in which case you likely wouldn't want Page Setup to switch printers on you.
