NSFileManager: can't set group ID on 10.4

I'm using -[NSFileManager changeFileAttributes:atPath:] to change a file's user ID, group ID, and POSIX permissions. On my 10.5.6 machine, this works flawlessly, but on my 10.4.11 machine the group ID
(NSFileGroupOwnerAccountID) does not change. It's the same executable, running as root in both cases.


I haven't had a chance to do extensive testing yet, but want to put the question out there: why might this happen?
