Does anyone have any idea why Service Scrubber would see my service but it doesn't show up in the services menu?

OK, since my previous question may have been too specific, here's a more general one:

Does anyone know of a Cocoa (or other) API that allows one to find which services are registered with the pasteboard server? The command-line tool pbs -dump_pboard returns no output on Leopard, but there must be an API somewhere that it is using to obtain this information.
