The Help viewer window size is determined by the user. If I open help in AppA and resize it, then close it and later open help in AppB, the window is the size it was set to by the user in AppA. You might be able to use javascript to set the window size, but if I, as a user, like to have my help window a particular size, your app will change that and I, as a user, will be unhappy with your app. Consequences may flow :)
