Splitter moves on its own

I have a view configuration with two vertical split vies and one horizontal split view effectively dividing my views into four quadrants.

When the program starts if my first action is to move the vertical split view splitter one of the horz split view splitters collapses to the bottom of the window.

What cause a splitter to move on its own?
